HIGHWAY AND PARKS COMMITTEE


May 21, 2013

Members present: Richard Giese, Steve Gueths, John Ainsworth, Kevin Conradt, Tom Kautza

Members absent: none

Others present: Commissioner Grant Bystol; Keith Marquardt, Parks Manager; Trish Nau, East Central Wisconsin Regional Planning Commission; Nick Scholtes, Corre Inc; Lee Pulaski, Shawano Leader and Priscilla Zahn, Lead Accounting Technician.

The meeting was called to order by Chairman Giese at 8:03 AM.

A motion was made by Conradt and seconded by Gueths to approve the minutes from the May 7th and May 14th meetings. Motion carried 5-0.

Motion to deviate by Gueths; seconded by Kautza. Motion carried 5-0.

Under public comments: Nick Scholtes, Corre Inc introduced himself to the committee.

An update on the County Outdoor Recreation Plan was presented by Trish Nau from the East Central Wisconsin Regional Planning Commission.

The ton Pickup Truck quote was reviewed. A motion was made by Gueths to award quote to Buss. Motion died to lack of a second. After more discussion, a motion was made by Ainsworth and seconded by Kautza to award quote to Shawano Auto Sales for $23,985.00. Motion carried 5-0.

The ton Pickup Truck quote was reviewed. A motion was made by Conradt and seconded by Gueths to award quote to Shawano Auto Sales for $27,169.00. Motion carried 5-0.

The Commissioner discussed the CTH A Memorandum of Understanding with the committee. A motion was made by Conradt and seconded by Ainsworth to approve the CTH A Memorandum of Understanding. Motion carried 5-0.

The placement of the Heritage Park church was discussed. A motion was made by Gueths and seconded by Kautza to approve the placement of the Heritage Park church. Motion carried 5-0.

Parks Manager report: WiFi installed; Administrative committee approved ltes and interns; 7048 nights of camping; 84 pavilion events; upgraded teepees; updated final bike & pedestrian plan.

Highway Commissioner report: working on town road projects; sweeping; quarry running; CTH G detour set up yesterday; CTH A project; trucks being built; in summer mode.

A motion was made by Gueths and seconded by Kautza to go into closed session pursuant to Wisconsin Statutes 19.85 (1) (e) for the purpose of negotiating or deliberating the purchasing of public properties and (1) (c) for the purpose of considering performance evaluation data of employees over which the committee has jurisdiction. Motion carried on roll call vote 5-0.

A motion was made by Gueths and seconded by Kautza to come out of closed session. Motion carried on roll call vote 5-0.

A motion was made by Conradt and seconded by Kautza to approve right-of-way purchase for 1 parcel on the CTH G project for $3,050.00. Motion carried 5-0.

A motion was made by Kautza and seconded by Gueths to approve personnel evaluations as discussed in closed session. Motion carried 5-0.

Meeting attendance/training/travel: Summer park tour - July 17-19 in Dane County Keith Marquardt and Steve Charlier; registration $90 plus hotel cost. Motion by Gueths, second by Ainsworth to approve attendance for Marquardt and Charlier. Motion carried 5-0.

Committee meeting dates: Tuesday June 18th and Tuesday July 2nd both at 8:00 AM.

Committee comments: Conradt commented that STH 156 project will be a spring 2014 project; Kautza mentioned that CTH ZZ may need some wedging.

Under letters and communications: none.

The committee reviewed highway bills dated May 8th for $119,625.24 and $8,600.00; May 15th for $76,440.98 and $7,780.00; also Parks bills dated May 6th for $12,274.93 and May 13th for $13,353.53. A motion was made by Conradt and seconded by Gueths to approve bills as presented. Motion carried 5-0.

Motion by Kautza; second by Conradt to adjourn the meeting at 10:25 AM. Motion carried 5-0.
