HIGHWAY AND PARKS COMMITTEE

September 1, 2009

The meeting was called to order by Chairman Wnek at 8:00

AM.

A motion was made by Marquardt and seconded by Giese to approve the minutes from the August 18th meeting. Motion carried 5-0.

A motion was made by Powers and seconded by Letter to deviate if necessary. Motion carried 5-0.

Under public comments: stop ahead sign at STH 29 and Leopolis Road was discussed; anonymous letter opposing ATV trail was received by some members; process for opening of quotes was discussed as well as number of committee meetings.

The quotes for (1) New Single Axle Truck Chassis were opened. Five quotes were received. Quotes will be reviewed for the next meeting.

The quotes for (1) New Tandem Axle Truck Chassis were opened. Six quotes were received. Quotes will be reviewed for the next meeting.

The quotes for (1) Hydraulic Dump Box, Single Axle, Complete Hydraulic System, Plow, Wing and Sander were opened. Four quotes were received. Quotes will be reviewed for the next meeting.

The quotes for (1) Hydraulic Dump Box, Tandem Axle, Complete Hydraulic System, Plow, Wing, Underbody Scraper, Sander and Pre-Wet were opened. Three quotes were received. Quotes will be reviewed for the next meeting.

The Town of Pella Swamp Road bridge engineering proposals were discussed. A motion was made by Letter and seconded by Giese to prioritize as presented. Motion carried 5-0.

Union contract was discussed in regard to municipal billings and budget. Bills will not be sent out until this is taken care of - corrected bills were already sent out twice and now retro will need to be run again. All budget figures are wrong also because of increase 7/1/09, which changed due to going to a two year contract instead of three years.

Park Manager report: Park campground is full for this weekend; working on booking pavilion for 2010 - seems to be picking up and question on paying Park Ranger overtime on weekend.

A motion was made by Powers and seconded by Marquardt to approve Shop Foreman and Patrol Superintendent going to the WCHFSA Convention in Door County October 7-9. Motion carried 5-0.

A motion was made by Marquardt to approve paying per diem to Giese and Wnek for attending the Assistant Commissioner interviews on August 25th and 26th. Motion failed on lack of second.

Committee meeting dates: Tuesday, September 22nd; Tuesday, October 6th and Tuesday, October 20th all at 8:00 AM.

Under letters and communications: Assistant Commissioner selection was discussed; Ag Society bill; rating of America's infrastructure; Marquardt received a thank you for John Martin driving carefully through campground during recent incident.

Commissioner discussed 2010 equipment purchases with the committee. Commissioner is investigating the cost of rental of backhoe for construction projects verses purchase of used one or lease with option to buy.

The committee reviewed highway bills dated August 18th for $144.00 and September 1st for $404,514.43; also parks bills dated August 11th for $6,048.36 and August 18th for $3,284.88. A motion was made by Powers and seconded by Letter to approve highway and parks bills as presented. Motion carried 5-0.

A motion was made by Wnek and seconded by Giese to adjourn the meeting at 9:30 AM. Motion carried 5-0.
