Comprehensive Community Services (CCS) is a voluntary Wisconsin Medicaid program that supports recovery for people of all ages who are living with mental health or substance use challenges. CCS provides individualized psychosocial rehabilitation services that help participants build skills, strengthen supports, and work toward their personal recovery goals.
CCS is person‑centered, meaning participants choose their goals, services, and providers. Eligibility is determined through Wisconsin’s Mental Health and Substance Use Disorder Functional Screen, which looks at a person’s needs, diagnosis, and Medicaid status to ensure CCS is the right level of support.
